You should have what you need already. The Windows 10 install media you purchased should have both 64 and 32 bit versions on it. You will need to do a clean install, mostly the same process you did when you installed the 32-bit version. Should the media not have 64-bit you can download it using the Microsoft Media Creation Tool.
Check your processor using: Settings->System->About and see that you have a x64-based processor. If it says x32-based processor, then stop right here--you can't install the 64-bit version to it--it won't work. Your Optiplex 380 should have a x64 processor but without knowing the exact processor, can't say for sure. Post the processor and we can figure that out but the above check should tell you for certain. (Processor should be listed in this same Window that describes the System type).
Then check: Settings->Update and Security->Activation and make sure your version is activated.
If you have already installed all your programs, data and files you'll need to back those up as they will get lost
during the new install.
Boot from the install media and make sure you are installing the 64-bit version. Let Windows install over the previous installation or do a quick format to make sure it is gone. When it asks for a product key/activation key, skip that. You might have to skip that process a couple of times.
Once Windows installs it should check with Microsoft and reactivate your new 64-bit version. If it doesn't you might need to do a phone activation but since you've already installed Windows 10 on the same machine it should be registered in the Microsoft servers already.
The 32-bit system will only recognize about 3.5 GB of memory--that is why you aren't seeing the full 8 GB you have installed. The 64-bit system should recognize all of it.

Windows 10 X64 Upgrade
Whether you’re running 32-bit or 64-bit Windows makes a pretty big difference. Running a 64-bit version of Windows means having better security and the ability to use more memory in your system. And, if you have a system that supports it, making the switch from 32-bit to 64-bit Windows is free—even if it does require a bit of work. We’ll walk you through how to find out whether you’re running a 32-bit or 64-bit version of any version of Windows from XP through 10.
Checking Your Version of Windows 10
To check whether you’re using a 32-bit or 64-bit version of Windows 10, open the Settings app by pressing Windows+I, and then head to System > About. On the right side, look for the “System type” entry. It will show you two pieces of information—whether you’re using a 32-bit or 64-bit operating system and whether you have a 64-bit capable processor.
Checking Your Version of Windows 8
If you’re running Windows 8, head to Control Panel > System. You can also hit Start and search for “system” to find the page quickly. Look for the “System type” entry to see whether your operating system and processor are 32-bit or 64-bit.
Checking Your Version of Windows 7 or Vista
If you’re using Windows 7 or Windows Vista, hit Start, right-click “Computer,” and then choose “Properties.”
On the “System” page, look for the “System type” entry to see whether your operating system is 32-bit or 64-bit. Note that, unlike in Windows 8 and 10, the “System type” entry in Windows 7 does not show whether your hardware is 64-bit capable.
X32 Or X64 Windows 10 64Checking Your Version of Windows XP
There’s almost no point in checking whether you’re using a 64-bit version of Windows XP, because you’re almost definitely running a 32-bit version. Still, you can check by opening the Start menu, right-clicking “My Computer,” and then clicking “Properties.”
In the System Properties window, head to the “General” tab. If you’re running a 32-bit version of Windows it won’t say anything here other than “Microsoft Windows XP.” If you’re running a 64-bit version, it will be indicated on this window.
